Contract for Ratna, R-series oilfields in sight

The long-pending production sharing contract for the Ratna and R-series oilfields between the government and a consortium led by Essar is now in sight with the negotiating team of secretaries today reconciling differences over the delivery point for oil and gas.

The negotiating team, comprising the petroleum, finance and law secretaries, however, had sought clarifications from Essar regarding the financial aspects of the deal "to safeguard the government's interests," sources said. The sources, however, refused to elaborate.

Regarding the request of the state-owned Oil and Natural Gas Corporation to return the fields to it, the team said the demand was "premature" and therefore could not be considered.

The team devoted a major part of the meeting to resolving the disagreement between the law ministry and Essar over a phrase in the production sharing contract regarding the consortium's responsibility for delivery of oil and gas.

While the law ministry wanted the delivery to be "up to and including the delivery point", Essar wanted it to be only "up to the delivery point" and not including the delivery point, arguing it was not responsible for the refiner's receiving terminal.

The team also considered the financial position of Essar in view of the concern expressed by some Opposition members of Parliament.
